Preble Township Board Meeting Highlights The following topics were discussed at the regular meeting of the board of supervisors held on Tuesday, November 15, 2011, beginning at 7:00PM. Official minutes of this board meeting have not yet been approved.
Township officers attending the meeting were Gerald Peter, Brad Kelly, David Williams, David Larson and Charles Olson. Township road engineer Butch Obieglo did not attend the meeting. Township resident Paul Olson attended the meeting.
Gerald Peter, township president, called the meeting to order and led the discussion.
Topics Discussed
Treasurer's Report
Chuck Olson, treasurer, reported that the township checking account balance at Rushford State Bank was $77,460.23 as of October 31, 2011, after the payment of all October bills. Olson reported that $4,938.53 was expended by the township during October.
Outstanding Bills
The township board reviewed bills received by David Larson since the October meeting. The total amount of outstanding bills, excluding current wages, was $830.84. All outstanding bills were approved for payment.
Road Report
Gerald Peter reported that there was little grading of roads during October and early November due to dry weather conditions. Chuck Olson reported that there is a hazardous drop adjacent to the roadbed on 180th Street in section 25 that requires some fill and compacting. Gerald Peter stated that he would request Butch Obieglo to repair this section of the road.
Wisel Cemetery
David Williams reported that the new cemetery association is requesting cemetery restoration funding from several nonprofit groups in the area.
Highway 43 Bridge Replacement in Choice
Brad Kelly stated that there is no updated information regarding the MnDot project to replace the Highway 43 bridge in Choice.
Silica Mining Discussion
David Williams led a discussion about the sudden proliferation of proposed silica mining projects in southeastern Minnesota, including two large projects proposed for Fillmore County. Williams reported that Goodhue and Wabasha counties have already approved one year moratoriums on silica mining. Olmsted and Winona counties are considering moratoriums. Williams thinks that townships in Fillmore County, including Preble Township, should approve moratoriums to allow study of the potential adverse impacts of silica mining. A Preble Township moratorium would allow the township board to (i) study mining issues and impact before a proposed silica mining operation is allowed to occur, (ii) provide township residents and farmers with the opportunity to discuss silica mining issues, and (iii) develop standards for operating silica mining within the township. The discussion of silica mining will continue at the next township board meeting.
