Preble Township Board Meeting Highlights

The following topics were discussed at the regular meeting of the board of supervisors held on Tuesday, May 18, 2010, beginning at 7PM.  Official minutes of this board meeting have not yet been approved.

Township officers attending the meeting were Gerald Peter, Brad Kelly, David Williams, David Larson and Charles Olson.  Conrad Obieglo, township road maintenance engineer, attended the meeting.

Gerald Peter, township president, called the meeting to order and led the discussion.

Topics Discussed

Treasurer's Report

Chuck Olson, treasurer, reported that the township checking account balance at Rushford State Bank was $62,373.16 as of April 30, 2010, after the payment of all April bills. Olson stated that $11,222,24 was expended by the township during April.

Outstanding Bills

The township board reviewed bills received by David Larson since the April meeting. The total amount of outstanding bills, excluding current wages, was $5,044.02.  Of this amount, $2,126.00 was payable to the Minnesota Association of Townships Insurance Trust (MATIT) for township liability insurance coverage for the year.  All outstanding bills were approved for payment.

Drake Road Cartway Maintenance

David Williams provided the township board with a report on the status of the pending litigation over Drake Road cartway maintenance.  Judge Terrence Walters, the district court judge overseeing the litigation, issued an order requiring the two townships to participate in mediation to determine if the cartway dispute can be settled without trial.  Pursuant to the order, mediation must occur before August 1, 2010.  The township board discussed strategy for participating in a mediation session.

Road Report

Butch Obieglo reported that all township roads have been graded since the April township board meeting.  Recent rains have not caused any damage to roads or shoulders.

Gerald Peter reported that he is still analyzing potential solutions to replacing the Arrowhead Road bridge, and will continue to consult with other bridge replacement experts.

Neighboring Blackhammer Township wants to place gravel onto Crystal Creek Road, and requested information on the quotes received by Preble Township from various rock quarry suppliers for gravel.  Chuck Olson will contact the Blackhammer Township board to discuss arrangements for applying gravel to Crystal Creek Road.

Property Tax Board of Appeals

David Larson reported that he received a letter from the Fillmore County Assessor advising that Preble Township board members must receive additional property tax equalization training this year in order for Preble Township to be qualified to conduct property tax appeals.  Brad Kelly and David Williams indicated they would participate in additional training sessions this year when offered.
