Preble Township Board Meeting Highlights The following topics were discussed at the regular meeting of the board of supervisors held on Tuesday, August 16, 2011, beginning at 7PM. Official minutes of this board meeting have not yet been approved.
Township officers attending the meeting were Gerald Peter, Brad Kelly, David Williams, David Larson and Charles Olson. Township road engineer Butch Obieglo attended the meeting. Township residents Pete Norby and Paul Olson attended the meeting. Lyle Sorum from Orval Sorum & Sons Quarries also attended the meeting.
Gerald Peter, township president, called the meeting to order and led the discussion.
Topics Discussed
Treasurer's Report
Chuck Olson, treasurer, reported that the township checking account balance at Rushford State Bank was $91,088.27 as of July 31, 2011, after the payment of all July bills. Olson reported that $12,326.82 was expended by the township during July.
Outstanding Bills
The township board reviewed bills received by David Larson since the July meeting. The total amount of outstanding bills, excluding current wages, was $9,489.31. All outstanding bills were approved for payment.
Road Report
Gerald Peter reported that Pete Norby had cut brush on several roads during July, including 401st Avenue, 194th Street and 198th Street. Peter identified additional roads that need brush cutting during August, and asked Norby to perform the work.
David Williams circulated a spreadsheet identifying all of the roads on which Orval Sorum & Sons had spread rock during July and early August. A total of 632 tons of rock was supplied and spread on 216th Street, 411st Avenue, 401st Avenue, Cabbage Rock Road and Coyote Road.
Mileage Reimbursement Rate
David Larson reported that the IRS had increased the standard mileage reimbursement rate to $.555 per mile for the period of July 1st through December 31st. Fuel prices had increased, and the IRS concluded that an increased adjustment was warranted. Following discussion, the township board approved a resolution increasing the township's mileage reimbursement rate to $.555 for the period of July 1 through December 31, 2011.
Legislative Auditor Survey
The Minnesota Legislative Auditor sent a survey to all townships seeking responses on the cost effectiveness of townships seeking consolidation and merger. Responses to the survey are due not later than August 19th. The Minnesota Association of Townships also sent a letter, urging all townships to respond to the survey. Following discussion of the various questions contained within the survey, the township board asked David Williams to respond to the Legislative Auditor consistent with the answers discussed by the township board.
State Gas Tax Qualification
David Williams noted that the recent Minnesota Township Association newsletter contained a notice that all township boards should make sure that their 2012 property tax levies for roads and bridges are at least 0.04835% of the township total taxable market value in order to qualify for Minnesota gas tax share. Larson and Williams concluded that Preble Township's 2012 property tax levy for roads and bridges is sufficient to allow Preble Township to qualify for its share of the Minnesota gas tax.
Fillmore County Unit of Townships
Gerald Peter advised that the annual Fillmore County Unit of Townships meeting is scheduled for Tuesday, September 20th, and urged all members of the township board to attend the meeting.
