Preble Township Board Meeting Highlights The following topics were discussed at the regular meeting of the board of supervisors held on Tuesday, April 19, 2011, beginning at 7PM. Official minutes of this board meeting have not yet been approved.
Township officers attending the meeting were Gerald Peter, Brad Kelly, David Williams, David Larson and Charles Olson. Township road engineer Butch Obieglo also attended the meeting. Township residents and property owners Paul Olson, Dawn Meldahl and Brian Meldahl attended the meeting. Mike Torgerson, a representative of Bruening Rock Products, attended the meeting.
Gerald Peter, township president, called the meeting to order and led the discussion.
Topics Discussed
Treasurer's Report
Chuck Olson, treasurer, reported that the township checking account balance at Rushford State Bank was $65,282.25 as of March 31, 2011, after the payment of all March bills. Olson stated that $5,051.40 was expended by the township during March.
Outstanding Bills
The township board reviewed bills received by David Larson since the March meeting. The total amount of outstanding bills, excluding current wages, was $4,843.51. 1st quarter employment taxes of $1,870.42 and a final ice rock supply of $897.20 were the largest portions of the bills. Additionally, the township received an invoice of $615.00 from Amherst Township for reimbursement of one-half the cost of maintaining Camper Lane for 9 months. All outstanding bills were approved for payment.
Road Report
Butch Obieglo reported that all township roads have become soft and rutted in several places with the spring thaw and melting of ice. The late snowfall of today will only exasperate the problem. A substantial drying of the township roads will be needed before any meaningful grading can occur.
Gerald Peter reported that all township supervisors and Obieglo had conducted a spring road tour on March 25th to determine requirements for road rock over the next couple of months.
Officer Compensation
Since the March board meeting, township officers have conducted a survey of neighboring townships to determine the compensation they pay to their township officers. After a review of the compensation paid by various other township boards, the Preble Township board approved compensation during year 2011 of $100 per meeting or work event payable to supervisors, $300 per month payable to the clerk, and $125 per meeting payable to the treasurer.
Rock Quotes
David Larson reported that he received rock and ice-rock product quotes from Bruening Rock Products, Sorum Rock, Milestone Quarries and Wiltgen Construction. Mike Torgerson from Bruening Rock Products answered questions about his company's rock products. Gerald Peter noted that Sorum, Bruening and Wiltgen committed to a price range of delivered road rock from $7.80 to $7.90 per ton.
Coyote Road
Brian Meldahl and Dawn Meldahl informed the board that they had recently purchased a 5 acre wooded parcel in section 8. The minimum-maintenance road Coyote Road is the access to their property. The Meldahls stated that Coyote Road is in poor condition, and can currently only be accessed using an off-road vehicle. They requested that 2-3 inch rock be applied to this short road. The township board indicated they would consider this request, and will contact the Meldahls with a proposed solution.
Rushford Fire Department
David Larson reported that he had received proposed contracts from the Rushford Fire Department to provide fire service to the northerly portion of Preble Township. Following a review of the proposed contracts, the contracts were approved.
